Adding a Solid Border - top and bottom
My quick method in Photoshop / PSE is to finalise the image - final sharpening and re-sizing - then set the foreground colour to black and the background colour to white.
To add the thin edge above and below the image simply increase the vertical canvas size. The guide I use is 1% - so a 600 pixel height image would be increased by 6 pixels. Since the default canvas colour should be your background colour (check to make sure!) - this will add a narrow white border; top and bottom.
To add the broader band just use the same technique. First switch foreground and background colours then increase the vertical canvas size by about 15% - or 90 pixels in this 600 pixel high example. Link to image
